Qualified Mental Health Specialist
PURPOSE: Under the supervision of the Clinical Director, to perform case management work to facilitate the treatment plan process for clients referred for services. Perform other duties as required. The primary role of a QMHS is to provide services based on medical necessity, consistent with clinical recommendation and client needs; considering the vulnerability of our client population, a QMHS is required to provide the necessary Psychosocial Rehabilitation (PSR), Community Psychiatric Services and Treatment (CPST), Therapeutic Behavioral Services (TBS) at least initially to mitigate multiple client needs and increase positive treatment outcomes. Any deviation from providing medically appropriate intensive services will be considered negligence and could lead to disciplinary action and/or termination of contract.
CONTRACTOR RESPONSIBILITIES:
1. Receives assignments of individuals served in need of mental health services and monitors client’s behavior in relation to treatment plan goals and client’s needs.
2. Responds appropriately to mental health emergency situations and adheres to crisis intervention protocols.
3. Provide behavioral, case management, and/or skill-building interventions that are identified on clients’ individual service plan; you are required to practice within the scope of the position and will not provide therapeutic/counseling services.
4. Maintains appropriate documentation of all client contacts, consultation with other relevant professionals, and documents any changes on the treatment plan. Intervenes when appropriate in response to changes.
5. Adheres to federal, state, and agency Fraud, Waste, and Abuse policies and procedures.
6. Attends monthly team meetings, trainings, as well as All Staff Meetings.
7. Attends coaching sessions with Clinical Director, as needed.
8. Performs and submits timely required documents including:
a) Assist therapist and other treatment team members with the necessary information need for authorization.
b) Documented medically necessary information to process reauthorizations to the assigned authorization staff member, 30 days prior to projection exhaustion of units per service.
c) Check electronic correspondences (i.e. email) daily and submit and responses to administrative requests within 48 hours.
d) Submit BIRP notes within 48 hours from the service date for all clients; (This serves as the contractor project deadline).

9. Familiarizes yourself with information on client’s medical records for effective services, to include:
a) Assessment and treatment recommendation
b) Reading psychological reports and psychiatric assessments when available
c) Refers clients to appropriate social service agencies when needed
10. Provides recommendations and testimony in court as to clients’ behavioral and mental health status.
11. Establishes and maintains effective public and working relationships and collateral contact.
QUALIFICATIONS
1. Preferably a Bachelor’s degree (or higher) from an accredited college or university (minimum High School Diploma)
2. Minimum one (1+) plus years of experience in a mental health or social services environment.
3. Minimum three (3+) plus years of experience in a mental health or social services environment.

4. Successful completion of New Hire Orientation
5. Successful clearance of the following background checks and registries:
· Bureau of Criminal Investigation (BCI),
· Federal Bureau of Investigation (FBI)I,
· Office of Inspector General (OIG)
· National Sex Offender Registry
· Mental Health Abuse Registry
Essential Knowledge and Abilities:
1. Considerable knowledge of case management principles and methods.
2. Considerable knowledge of human services and health resources in the community.
3. Working knowledge of techniques to identify clients with alcohol or drug problems.
4. Working knowledge of computerized program software, internet access, and database, spreadsheet and word processing programs.
5. Ability to utilize word processing, database and spreadsheet programs.
6. Ability to establish and maintain effective working relationships with clients, their families, service providers, colleagues, and the general public.
7. Ability to respond appropriately to mental health emergency situations and procedures.
8. Ability to communicate effectively, orally and in writing.
9. Ability to communicate with clients who have mental health disorders.
10. Ability to interpret mental illness and its diagnosis and treatment to clients and families.
11. Ability to provide skilled treatment to clients with social and behavioral problems.
12. Ability to follow all ethical and legal guidelines as prescribed by federal, state and local standards.
