SUMMARY
A professional level position involving the review, support and compliance of the public procurement process for all supplies, equipment, services, and materials required by C TRAN. The position will report to the Manager of Procurement and Contracts within the Finance Division.
SCOPE OF RESPONSIBILITY
The incumbent will perform technical analysis, compliance review and solicitation coordination with oversight of the Manager of Procurement and Contracts.
Work is performed under moderate supervision from the Manager of Procurement and Contracts and considerable judgement is expected to be exercised in the execution of duties. Errors can lead to bid protests, grant sanctions, audit findings and adverse public information.
ESSENTIAL FUNCTIONS
The following summarizes the essential or key responsibilities/attributes of the position the incumbent will be required to perform with or without reasonable accommodation:
Provides technical assistance to C-TRAN staff related to the agency’s Procurement Policy and Procedures, as well as the use of C-TRAN’s Procurement Software. Provides support with the issuance of informal and formal procurements.
Facilitates training of project and contract managers and other staff in the implementation and ongoing use of purchasing policies and procedures.
Assists with the development of written specifications for equipment and scope of work for services required to meet the agency’s needs. Assists with the evaluation process for procurements and ensures that required forms are completed.
Coordinates and facilitates the bid/proposal evaluation process. Provides staff assistance to evaluation committees and project teams and participates in contract negotiations.
Assists with and provides an overview of C-TRAN programs to bidders on active solicitations and provides assistance with bidder coordination and questions that are received. Attends all pre-proposal, pre-bid conferences and public bid openings. Assists with tabulation of the data and conducts price analyses as needed.
Assists with the validation of data provided to the State of Washington on Public Works.
Conducts on-site compliance reviews with Contractors for C-TRAN established programs. Reviews and provides preliminary analysis of forms for final review/approval from Manager of Procurement and Contracts. Assists Contractor with filing the correct forms in accordance with the applicable program.
Conducts compliance review of procurements to ensure all applicable forms and documentation are included as part of the procurement file.
May assist with the development of the contract and processing contracting related activity. Prepares contract amendments and change orders.
Assists with the review and approval of department requisitions, and/or purchase orders, including the verification of budget authority.
Ensures agency compliance with all federal and state regulations and reporting requirements as it relates to all procurements.
Ensures compliance with federal and state requirements on public works contracts. Reviews applicable prevailing wage and certified payroll documentation. Verifies that all applicable public works requirements have been met prior to the issuance of contractor payments.
Assists departments by contacting vendors to obtain quotes as necessary; researching availability, quality, and price of equipment and supplies; and preparing summary documentation.
Assists with the development and maintenance of logs, records and reporting relating to procurement and compliance related activities.
Assists with developing and revising agency procurement procedures to comply with federal and state laws and regulations.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Public sector experience and knowledge and expertise related to federal and state regulations.
Practical knowledge of public procurement methods and procedures.
Local, state and federal procurement regulations, including regulations affecting public works and federally funded projects.
Solicitation methods, including Request for Proposal, Request for Statement of Qualifications, Invitation to Bid.
Principles and practices of effective time management.
Interpersonal, public relations, mediation and other problem-solving techniques.
Record retention and Public Record laws.
Skills:
Requires good customer service skills.
Excellent verbal and written communication skills required.
Conflict management and problem-solving skills as part of the evaluation and negotiation processes.
Proficiency in Microsoft Word required. Intermediate level skills in Microsoft Excel desired.
Must be able to work with numbers accurately and understand verbal instructions.
Ability to:
Use tact, discretion, and courtesy in interdepartmental, Board of Directors, and public contacts.
Instill and present a positive image of C TRAN to internal and external customers.
Work under pressure in all situations and deadlines.
EDUCATION AND EXPERIENCE
Requires a bachelor’s degree in purchasing, business administration, or a related field and three (3) to five (5) years’ purchasing experience that demonstrates complete competency and knowledge of the principles and practices of purchasing. Public sector experience preferred. Position related certification and/or additional experience preferred.
Any equivalent combination of education, experience, and training that proves the required knowledge, skills and abilities.
Requires the ability to work under pressure situations and deadlines.
ADDITIONAL REQUIREMENTS
Regular, dependable attendance is required.
A valid driver’s license from state of residence and a good driving record are preferred.
Must be able to comply with C-TRAN’s nonsmoking policy and function in a nonsmoking work environment.
Must promote and model safety within the department and agency wide through reporting and addressing safety issues, supporting safety campaigns, maintaining a safe work area, assist in safety training documentation, and certification record keeping.
Must maintain a physical condition, which, either with or without accommodation, allows completion of all essential duties.
If selected for the position, documentation that you are a United States citizen or an alien lawfully authorized to work in the United States will be required to establish your identity and work authorization in accordance with the employer’s obligation under the Immigration Reform and Control Act of 1986.
If selected for this position, employment will be conditional pending completion of a criminal background investigation.

A public record is defined in RCW 42.56.010(3) as any writing that is prepared, owned, used, or retained by any state or local government agency, and which contains information that relates to the conduct of government, or the performance of any governmental or proprietary function. The term “writing” is broadly defined in the Public Records Act, to include not only traditional written records, but also photos, maps, videos, voicemails, webpage and social media content, emails, text messages and tweets (RCW 42.56.010(4)).
