Synchron, LLC has an exciting opportunity for a Program Analyst to support OPNAV at the Pentagon. The Navy and the nation are in an era of long-term strategic competition, maintaining our warfighting advantage requires solving a number of key operational problems and challenges. These challenges span a continuum, from day-to-day competition to crisis to conflict. OPNAV N7 is charged with advancing Navy Warfighting advantage in order to deter, dissuade, and deny or defeat adversaries. OPNAV N7’s mission and functions follow three broad, interrelated lines of effort supported by a digital platform: warfighter development, warfare development, and warfighting corps development. Through these lines of effort, OPNAV N7 will enhance individual learning; accelerate institutional learning; and broaden and deepen our warfighting knowledge to help the Navy overcome strategic challenges. In order to meet this mission, OPNAV N7 requires support services to facilitate Navy education programs, operational analytics, Navy strategy development, and warfare integration.
Strategy Development. This focus area supports N72 through the analysis and development of national, defense, naval, and regional strategies, concepts, and advancing CNO initiatives related to ever-changing maritime strategies and threats. The contractor will be responsible to provide quick-paced, well-informed, and pragmatic consulting on how the US Navy and it stakeholders engage with emerging world powers. The contractor providing this support must show increasingly innovative, effective, and efficient methods for making strategy and concept recommendations related to OPNAV N7 leadership while still maintaining rigorous and comprehensive standards.
Responsibilities:
- Provide innovative, effective, and increasingly efficient consulting and analytical support for strategy and concept development.
- Conduct research and analysis to assist the development of strategy documents and plans, strategic meetings and other associated forums, including developing, coordinating and promulgating talking points, analytic results and presentation materials.
- Provide research and technical analysis in support of guidance document review, approval and release, including collecting and tracking edits and comments, developing and managing comment resolution matrices, and recommending adjudication actions following draft reviews.
- Assist in the development of decision materials for senior leader discussions and decision-making evaluations, including PowerPoint Briefs, Action/Information Memoranda, point papers, talking points, draft correspondence and strategic messaging materials.
- Assist with tracking, developing informed and coordinated responses for, and completing designated tasks in the various OPNAV and Congressional tasking systems.
- Provide research and analyses on regional issues to inform Navy strategy and concepts, ensure alignment with higher-level guidance documents, tasks, and develop recommended implementation steps.
- Coordinate, produce and promulgate meeting agendas and notes in support of the above activities.
Requirements:
- Bachelor's degree related to international relations, strategic studies, or government.
- General Experience: Three (3) years’ of experience in government/military public relations, public affairs, or liaison duties; and
- familiarity with current U.S. Navy and DoD capstone strategy and policy documents.
- Preferred Qualifications: At least one year of experience operating across Echelon 3 or higher staff levels.
