As ICUBA operates under a consent order from the Florida Office of Insurance Regulation, the Director of Finance will support the strategic and financial goals of the President & CEO while ensuring compliance with the regulatory environment of the State.
The principal duties of the Director of Finance include:
- Ensure timely and accurate monthly reporting (GAAP and Statutory)
- Manage reporting required for reporting to the Audit/Finance Committee
- Manage Brand Partners and other contracted professionals
- Manage the day-to-day financial operations including premium, claims, accounts payable and payroll/benefits
- Manage the annual audit process required under Florida State Regulations as well as the Tri-Annual audit required by the Office of Insurance Regulation
- Manage the annual reporting required under the ACA including preparing PCORI fee filings for the Schools as well as ICUBA, and ACA Section 9010 Health Insurance Provider Fees
- Carry out tasks assigned by the CFOO
- Develop, implement and monitor internal control policies and procedures
- Continually evaluate financial environment
- Maintenance of records as required
- Develop and manage annual budgets
- Manage medical 5500 audit process and related filings as well as prepare and file welfare benefits plan for member institutions
- Manage data analysis required by ICUBA’s contracted actuary for the quarterly analysis of IBNR as well as the annual rate filing
- Track and analyze capital reserve requirements, including stop loss reporting, collection and analysis
- Process and monitor accounts payable and receivable
- Perform various data analysis of premiums, claims, demographics, large claims and other key financial indicators
- Respond to member institutions’ financial and enrollment inquiries
- Development and maintenance of ICUBA’s compliance calendar including oversight responsibility areas by either brand partners or other contracted service providers
- Manage investment policy as approved/ratified by the Board
- Complete annual HRA/FSA reconciliation
- Manage required data for annual W2 reporting
Qualifications
- Bachelor’s degree
- 10 or more years of financial experience in Health and Welfare Plan Administration
- In-depth understanding of Federal and State Compliance Requirements
- Strong understanding of Health Economics
- Demonstrated analytic ability, knowledge of business process reengineering and professional communication skills
- Demonstrated leadership skills
- Ability to work effectively with a variety of stakeholders
Requirements
- Remote position with travel up to 25% of the time, including onsite meetings with staff, brand partners, committees, board of directors, member institutions; attendance at conventions, educational symposiums, and prospective member meetings as needed
- Excellent communication skills to present in front of large audiences

- Represents ICUBA with professionalism to all participating member institutions, employee members, prospective members, and brand partners
Job Type: Full-time
Pay: $140,000.00 - $165,000.00 per year
