Responsibilities & Duties

Support the DHS mission-oriented business programs and initiatives in policy development, regulation development, engineering and program/project and business management to the DHS S&T for emerging technologies, cyber security, and innovation.

Provide advice, assistance and guidance support for immediate, efficient, and effective administrative management activities, management and operations to develop and provide the necessary documentation, training activities and the development and implementation of plans, programs and procedures.

Lead support for SVIP interactions with Office of General Counsel (OGC)

Serve as primary POC for identified coordination calls

Assist with analyzing organization legal documents to ensure compliance with laws and regulations

Conduct legal research and make recommendations to Program Manager

Supports development of licensing/IP language for each Other Transaction Agreement in consultation with OGC
-
Develops language for streamlining Other Transaction Solicitation and OTA templates in consultation with OGC and OPO
-
Lead support for SVIP interactions with S&T Privacy and DHS Component privacy offices as applicable, in coordination with SVIP Technical Director

Coordinate with respective SVIP topic call managers to develop draft Privacy Threshold Analysis for SVIP projects

Serve as primary SVIP contractor coordinator for select SVIP topic calls

Coordinates all SVIP activities for a given topic call, including (but not limited too):
-
Providing and/or coordinating responses to inquiries about the topic • Assisting with the development of a new topic

Coordinating all application reviews and oral pitches to include conducting compliance checks in line with instructions from SVIP federal team, OGC and OPO

Drafting and coordinating the review and execution of review documentation and related applicant notifications

Coordinating with S&T Technical Program Manager, S&T SETA staff (if applicable) and customers regarding tracking and oversight of portfolio company awards

Supports events and interactions related to assigned topic areas; provides additional support to all program events and interactions as necessary

Co-lead for development of SVIP policy documents
Required Educations, Experience, Knowledge, Skills & Abilities

Citizenship: U.S. Citizenship is required.

Education: Bachelor Degree from accredited university preferably in the area of Political Science, Criminal Justice or legal studies.

Experience: Minimum 5 years’ experience directly providing financial SME related support.

Clearance: Current DoD SECRET with the ability to obtain and maintain a TOP SECRET

Microsoft Office product proficiency (Word, Excel, Outlook, PowerPoint)

Multi-task, prioritize and meet deadlines

Able to work effectively within the team in a fast-paced environment
Knowledge, Skills & Abilities (Desired)

Advanced degree of study in Information Management or Technology Management.

Experience working with Other Transaction Agreements is highly desired.
