PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. It is part of the Pemex group, a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The Pemex site is co-located with other 3rd party chemical facilities, allowing for further integration and optimization of the refinery and its products. As the Payroll Services Manager, you will manage the daily operations of the Payroll Department for 1000+ employee organizations (Union and Non-Union payroll). Your primary focus will be to support our Vision and Values by providing operational excellence in all aspects of payroll processing-related activities, including overseeing the Insperity payroll system (PEO partner) and other systems and the development and maintenance activities for these systems. You will serve as the payroll liaison with departments and business units to resolve all payroll issues, including timely and efficient processing of services. The Manager will lead the team to be customer-focused and make recommendations for methods and/or procedures to improve efficiency in the department. The manager will take action to enhance cross-functional coordination and expand internal communications to associate and business units to support operational excellence.
To thrive, you should have:
- Bachelor's degree and 8-10 years of payroll processing experience or equivalent combination of education and experience.
- Minimum of 3 years in a payroll supervisory role.
- Certified Payroll Professional (CPP) is strongly preferred (or ability to receive within 6 months of hire)
- Must have experience in processing both union and non-union payrolls.
- Ability to work a hybrid schedule (typically at least 3 days on-site).
- Must have a current TWIC card or be able to receive it within 30 days of employment (the organization reimburses this cost).
Your responsibilities as the Payroll Services Manager will include:
- Manage Complex Payroll Operations: Oversee bi-weekly, semi-monthly, and monthly payrolls, including incentives, bonus payments, and annual merit processing, ensuring accuracy and timeliness.
- Ensure Compliance and Confidentiality: Establish and maintain internal policies for payroll data collection, processing, reporting, and distribution while ensuring confidentiality and compliance with regulations.
- Lead and Develop Payroll Team: Supervise Payroll Specialists, providing training, performance feedback, and process support, ensuring adherence to internal controls and customer service standards.
- Continuous Process Improvement: Drive and manage ongoing payroll processes and systems improvements to enhance quality, efficiency, and internal controls.
- Resolve Complex Payroll Issues: Research, analyze, and resolve complex payment issues, coordinating with accounting and benefits to ensure accurate recording and reporting.
