Program Background:
City of Houston has selected an integrated team of consultants with BGE, Inc. (BGE) as the prime for the Technical Advisor Support for the Surface Water Transmission Program (SWTP). Our firm, Sowells Consulting Engineers (aka Sowells Construction Management & Inspection), is a key partner in leading this program for the next 5+ years.
The overall scope of work for the SWTP, in the first contract year, focuses on the development of three Preliminary Engineering Reports (PER) to recommend transmission line alignments, the delivery of six projects from Phase I (PER) or II (Final Design) Technical Advisor Services (TAS) through Phase III (Construction Phase Services), and Program Wide Services.
To understand water, wastewater and modeling and future planning of water systems within the City of Houston.
Compute Integrated Data Analysis and verify process improvements from recommended hydraulic analysis.
Hydraulic analysis and quality modeling experience is preferred.
Communicates and coordinates with other members within the group, personnel in other Houston Public Works service lines/branches, and other departments, engineering consultants, technical professionals, and the public to address inquiries and prepare responses related to areas of review.
Job Responsibilities:

Applies standard design engineering techniques, procedures, and criteria.
- Prepares construction drawings for large diameter water line replacement projects
- Reviews the work of drafting personnel to assure accuracy and conformance to design requirements.
- Prepares proposals, manpower estimates, schedule, and project budgets. Project task management.
- Quantity take off and prepare cost estimates.
- Maintains quality parameters per set company processes, and to meet clients’ expectations.
- Able to handle multiple projects & tasks, with varying levels of roles and responsibilities.
- Attends meetings with the Client for project design review and coordination.
- Ensures effective communication and coordination on assigned projects between all disciplines and all other project consultants.
- Provides expertise and guidance on various hydraulic projects that may include review and improvements to water supply and drainage systems.
- Conducts field studies on hydraulic facilities; identifies, recommends, and tests strategies to resolve problems and concerns.
- Researches and proposes expansion, upgrades, and/or necessary maintenance work required to maintain and improve infrastructure.
- Designs and tests hydraulic systems; forecasts the effects on equipment, including expected wear and tear and degradation.
- Uses computer-aided design (CAD) software to create blueprints for water-control facilities.
- Determines appropriate materials and equipment required for projects and facilities including pumps, pipes, conduits, and turbines.
- Performs other related duties as required.

Education and Experience:

Bachelor’s degree in civil engineering required.
- Professional civil engineers license required. (P.E.)
- Three years of related experience preferred.
