Manager V - HHSC Social Services Applications team is responsible for implementing and managing leading edge applications including Texas Integrated Eligibility Redesign System (TIERS) and the related Eligibility Supporting Technologies portfolio that is used to process applications and to determine eligibility to Texans in need for over 60 types of assistance, including nutrition (food), cash assistance, medical, and community care services.
HHSC Social Services Applications division is seeking an Application Development Manager who is passionate about growing and sustaining an innovative technology organization. This individual will be a leader who enjoys solving complex problems in a fast-paced, collaborative, inclusive, and iterative delivery environment. The right candidate has a proven record leading a large development team.
Responsible for the design and development of systems, platforms and integrations of the EST applications. In partnership with cross-functional stakeholders, plan the product roadmap and drive project execution and delivery. Use leadership, interpersonal, and organizational skills to build highly effective teams, foster collaborative relationships, and motivate engineering teams to deliver on strategic business objectives. This position will mentor staff, assign work, oversee and assess staff performance.
These responsibilities include both workday and night/weekend on-call support as required to maintain high availability of the applications for various users.
This position works under minimal direction with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions:
Oversee the allocation of resources and monitor staff levels. Directs activities, develops software code development policy, best practices, procedures, guidelines, set out what is acceptable or unacceptable development practice, and monitor compliance by implementing code review process. Oversee multi-functional software engineering organization focused on developing technical solutions and delivering quality software, system integrations and workflow automation. (35%)
Represents SSA development unit at business meetings to discuss priorities, scope and timelines to identify areas that require change or imporvements. Analyze business requirements including Legislative mandates and special requests (ad-hoc, audits, investigation requests). (10%)
Represents the team at conferences and seminars with other IT leaders to discuss technology changes and learn of new trends and best practices. Attend committee meetings to represent IT SSA’s best interest. Build trusting relationships and promote an atmosphere of cohesiveness and collaboration; partner with key stakeholders across functional teams to deliver agreed-upon priorities with exceptional quality. (10%)
Implement change improvements, develops goals and objectives, provide clear vision, formulate and implement a strategy consistent with agency’s strategic plan. Oversee the approach to the entire software development lifecycle to plan, manage, and balance multiple parallel deliveries ranging in size and complexity. Review and approve management and productivity reports. (15%)
Develop the implementation of long-range plans, provide a 3 -5 years technology optimization roadmap. Oversee budget, short-term plans, set Specific, Measurable, Achievable, Relevant, and Time-Bound (SMART) goals, measure progress and adjust as needed. Develop a culture of innovation, continuous improvement, and accountability. Inspire the team to leverage fresh perspectives, keep up with industry trends and emerging technologies, and adopt best-in-class engineering practices and integration approaches. (15%)
Establish and approve schedules that represent the plan to deliver the project scope over time and set priorities based on importance and urgency. Ensures requirements for funding sources are met. Directs evaluation activities. (15%)

Initial Selection Criteria:
Experience building robust, flexible technology solutions to meet business objectives
Experience managing multiple deliverables on multiple projects effectively.
Experience with Software Development Life Cycle, and basic programming practices and principles.
Master's or Bachelor’s degree from an accredited college or university with major course work in computer
5+ years experience leading a team leveraging agile development delivery methods
5+ years experience in people management
Preferred qualifications:
5+ years of public Cloud experience
Additional Information:
Responsibilities include after-hours support for troubleshooting production issues and/or supporting production deployments.
You will be expected to comply with Department and State policy, plans and work rules, as well as comply with Department and State guidance on automation system architecture. You will also perform other duties as assigned. This position is classified as a fulltime position (40 hours a week).
