Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.
Under the general direction of the Disaster Recovery Housing Programs Branch Chief (Staff Services Manager III), Division of Federal Financial Assistance (DFFA), the Housing and Community Development Specialist (HCDS) II is independently responsible for conducting high-level complex research, collection, and analysis of programmatic and housing data, as well as development of program plans, materials, regulations, and policy recommendations for federally funded disaster recovery housing programs.

Desirable Qualifications:
- Knowledge of and experience with affordable housing programs and/or disaster recovery housing programs utilizing local, state and/or federal funding. Examples include but are not limited to: single-family rehabilitation or reconstruction programs, down payment assistance programs, and/or affordable multifamily housing development programs.
- Experience with policy development and implementation.
- Experience effectively interpreting state and federal regulations.
- Experience with process/system improvements.
- Experience researching and analyzing policy and data for evidence-based decision making.
- Project management experience to ensure timely completion and delivery of work products.

Pay: $6,858.00 - $8,584.00 per month
