The Associate Director of Regulatory and Legislative Affairs for Education Finance Council (EFC) will manage the association’s initiatives related to rulemaking at the federal and state levels and the guaranteed student loan program. This position also assists the Vice President of Government Affairs and Communications with legislative matters. The position requires the ability to understand and summarize complex higher education policy developments and an ability to moderate group discussions with the goal of reaching consensus. The Associate Director reports to the President.
RESPONSIBILITIES
Regulatory & Legislative Analysis
- Identify, track, and analyze regulatory and legislative policy proposals relevant to EFC members including proposed rules, guidance documents, sub-regulatory announcements, and other government proposals, executive orders, and statements
- Attend congressional hearings and negotiated rulemaking sessions to produce written summaries for staff, members, and EFC publications
EFC Member Engagement
- Lead EFC’s Legacy Federal Family Education Loan Program (FFELP) Committee and develop policy proposals important to FFELP stakeholders
- Work with the EFC Alternative Loan and State Regulations Working Group to track state regulations, licensure requirements, and other mandates affecting EFC members
- Explore ways to reduce member compliance burdens with the growing number of state regulations
- Build relationships with EFC members by supporting their requests and needs for data and information
- Participate in organizational strategic planning activities and work with the EFC president and leadership in the development and implementation of EFC’s short and long-term policy agenda and regulatory goals.
External Stakeholder Engagement
- Work with other peer trade associations to develop consensus for the industry’s response to negotiated rulemakings
- Identify opportunities for engagement and collaboration with higher education stakeholders to grow coalitional support for policies important to EFC members
- Develop respectful working relationships with the U.S. Department of Education and other regulatory agencies and open clear lines of communication with key agency personnel
Publications
- Responsible for writing and disseminating EFC publications including EFC’s daily newsletter, weekly ICYMI brief, and quarterly student success email
- Proofread and assist with the development of other communications as directed by the Vice President of Government Affairs and Communications

EXPERIENCE AND ABILITIES REQUIRED
- BA/BS required
- Knowledge of the federal student aid programs and their historical development
- At least three years of relevant experience on Capitol Hill or at an association, nonprofit or state-based higher education finance organization, student loan provider, guaranty agency, higher education-related federal agency, consumer group, or law firm
- Exceptional written and verbal communications skills
- Ability to communicate complex ideas in a clear, concise message
- Ability to diplomatically manage groups and coalitions and find consensus
- Strategic communication skills
- Experience with regulatory and legislative analysis
- Excellent time management and organizational skills

- EFC offers a competitive compensation and benefits plan – the anticipated salary range for this position is $69,000 to $83,000

Requires some travel to EFC meetings and conferences, industry events, and member site visits
JOB LOCATION
Greater Washington, DC. This is a hybrid position requiring regular in-office work in our DC office.
