Essential Job Functions:
Plans, organizes, coordinates, and directs programs to control the financing of agency operations.
Plans, oversees and develops financial and budgetary models and methodologies to assist DFPS Information Technology (IT) leadership with critical financial decisions that align with strategic, business and technology plans.
Oversees and/or prepares monthly and annual operating statements, financial statements, vouchers, and reports; and approves and signs expense account and purchase vouchers submitted for payment.
Oversees, develops and evaluates IT procurement data and vouchers, budgetary performance metrics, expenditure data, and financial trending analyses, and provides reporting to IT leadership.
Oversees and coordinates budget consultations with IT leadership, provides budget control data and approves budget and change requests for technology goods and services.
Oversees and/or prepares annual operating budgets, and reviews expenditures to ensure that budget limits are not exceeded.
Oversees and prepares analyses of IT expenditures, budget and cost estimates, makes recommendations to IT leadership on the availability of funds.
Prepares and examines analyses of annual operating budgets for completeness, accuracy, and conformance with procedures and regulations.
Oversees the detailed reporting of expenditures and encumbrances made by the various operating units and directs the maintenance of the operating budget through centralized purchasing and disbursement.
Oversees, prepares, monitors, tracks and audits general journal entries, encumbrances, various payment methods, procurement and travel related vouchers and coordinates with IT and agency procurement, contract and financial teams to ensure accurate disbursement.
Oversees the allocation of state and federal funds to agency operating programs and develops suitable plans for validating and matching the various federal funds used in financing agency operations.
Oversees, coordinates and compiles data for annual financial reports, legislative reports, fiscal notes and state and federal budgetary reports to ensure effective financial operations.
Coordinates with internal and external business partners to compile project-related and statewide financial reports.
Oversees the analysis and interpretation of expenditure patterns, budget projections, and the financial position of the agency.
Oversees, coordinates and provides analysis and interpretation of state and federal fiscal policies, procedures, and regulations to assist IT leadership and project teams with funding and project expenditures.
Maintains advanced knowledge of state and federal funding policies and regulations as they affect IT operations and project costs.
Oversees and/or coordinates data compilation for annual financial reports, which may include working with the Office of the Comptroller of Public Accounts’ Financial Reporting Section to compile the statewide Comprehensive Annual Financial Report (CAFR).
Oversees, develops and maintains accurate and timely financial reports on division operations and financial condition and performs consultations with IT leadership to provide financial data and budget reports.
Prepares and coordinates the planning, development, and submission of the agency’s annual financial report in accordance with Governmental Accounting Standards Board (GASB) and Office of the Comptroller of Public Accounts requirements.
Oversees, compiles and prepares data for inclusion in Legislative Appropriations Requests, Annual Operating Budget, Biennial Operating Plan, Information Technology Detail, and regular and ad hoc budget reports.
Participates in division’s legislative analysis and fiscal note development processes and consults with IT leadership to provide project cost estimations.
Prepares and reviews general ledger accounting entries and reconciliation of financial transactions.
Oversees and coordinates with ITS leadership on the development of financial data and prepares, analyzes and tracks IT budget documents, budgetary management reports, financial statements, and state and federal IT financial reports.
Formulates and revises agency policies regarding the use of operating funds.
Consults with IT leadership and budget staff in understanding DFPS IT processes for the use of operating and capital funds for project costs, technology budget, procurement and contracting activities and understanding documentation.
Develops methods for the control of cash receipts, deposits, and disbursements; the purchase of services, supplies, and equipment; and the documentation of claims for payment.
Develops and documents processes and methodologies to assist IT leadership with division financial decisions.
Develops and performs financial-related procedures for the IT program and provides guidance and recommendations to IT leadership, budget and contracting teams.
Maintains overall quality control of the accounting system and ensures the integrity of system processing and accounting files.
Coordinates with agency Internal Audit division to provide financial data to ensure compliance with agency, state and federal accounting policies and regulations.
Establishes, installs, and directs the maintenance of efficient accounting systems for controlling, recording, and reporting transactions.
Develops cost accounting and recovery processes including division resource and time reporting tools.
Provides subject matter expertise within financial or budget system related projects.
Analyzes and recommends improvements, adaptations, or revisions to the accounting system and accompanying procedures.
Develops and compiles accurate and timely IT financial information for inclusion in the strategic plan and federal funding-related reports.
Develops and documents financial system processes and reviews existing processes to recommend and implement improvements.
Audits general journal entries and payment, cash, purchase, travel, and related vouchers.
Performs regular and ad hoc auditing of financial data, budget entries, budget requests, procurement, travel and related documents to assist IT leadership in effective budget utilization.
May design and consult with information technology staff in the development of computer systems for financial applications.
Acquires and maintains expert level knowledge of CAPPS Financial system and processes.
Participates on project teams to provide financial expertise on financial or budget system related projects.
May supervise the work of others.
Coordinates work assignments and provides coaching and mentoring to IT Budget staff to address standards, work expectations and provide performance feedback to IT leadership, as requested.
Performs related work as assigned.
Knowledge Skills Abilities:
Knowledge of accounting, budgeting, financial planning, cost accounting, and cost recovery.
