Position Summary: New York City Public Schools (NYCPS) system is the largest in the country, composed of approximately 1 million students and 75,000+ teachers in over 1,800 schools.
The Office of Academic Policy and Systems (OAPS) is responsible for supporting New York City schools in implementing grading, programming, promotion, and graduation processes that support educational equity. OAPS creates structures, resources, and tools to support schools in reflecting on their practices in these areas, using policy, data, and systems as levers for advancing equity and minimizing bias. OAPS is part of the Office of Policy and Evaluation (OPE) under the First Deputy Chancellor. OPE is the primary source of data analysis, research, and academic policy for NYCPS.
The Associate Director, Product Management leads planning and project management for key system-wide student information systems. Drawing on strong analytic and problem-solving skills, the Associate Director develops requirements in consultation with policy and program managers, manages the rollout of system enhancements, manages user support and engagement, and serves as a subject matter expert regarding student programming policies, data, and procedures. Performs related work.

Key Relationships: Works closely with the Division of Instructional and Information Technology, the Office of Data Management, the Office of School Performance, the Office of Talent Research and Data, the Division of Teaching and Learning, the Office of Student Pathways and other policy business owners throughout NYCPS.
Responsibilities
Policy and Analysis
- Gathers, aggregates, and analyzes systems requirements from program offices to develop policy solutions for NYCPS student information systems related to student programming, grading, and academic planning (e.g., the STARS suite of applications).
- Manages product requirements throughout their lifecycle, documenting decision-making related to school workflow, reporting, and policy compliance.
- Leads meetings with program offices, soliciting feedback and collecting input from diverse stakeholders regarding the policies and processes related to their content areas.
- Prepares and conducts administrative and procedural analyses of organization and operations related to the collection of student data to inform requirements.
- Ensures compliance with State and City regulations pertaining to academic requirements, student data privacy, State and Federal reporting, audits, and the evaluation of schools, teachers and students.
Product Management and Data Governance
- Manages the relationship between OAPS and DIIT, supervising the development, feedback, and testing of enhancements to NYCPS student information systems.
- Briefs NYCPS stakeholders on enhancements to student information systems to ensure consistent data interpretation and understanding of school-based procedures.
- Presents solutions to policy and program leads and obtains signoff from leaders in OPE and across NYCPS.
- Documents and communicates how student data is stored in NYCPS application databases so that it may be utilized for the purposes of reporting and evaluation.
- Drives projects, releases, and ongoing “care and feeding” of NYCPS student information systems. Sets expectations with stakeholders and manages prioritization of ongoing and emergent needs.
- Develops and executes project plans and communicates with key project stakeholders by:
- coordinating working groups;
- developing meeting agendas;
- facilitating meetings and associated follow up;
- making recommendations on key decision points;
- identifying and resolving barriers to project objectives;
- engaging office leadership in key decisions; and
- advising stakeholders of prioritized project or initiative progress.
User Support and Engagement
- Implements rollout plans for system enhancements, including the creation of user support documentation, training materials, and announcements. Trains staff on new and updated administrative procedures.
- Performs user acceptance testing for new releases, providing feedback on design, flow, language, and alignment to requirements.
- Manages the escalation and resolution pathways for student information systems, logging issues with technical owners and supporting field staff in understanding the system policies and procedures.
- Prepares agendas for meetings with field staff to build their capacity to support the rollout of new system features.
- Serves as a subject matter expert for professional development to field and school-based staff in coordination with policy and program leads.
Qualification Requirements:
Minimum
- A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field and one year of satisfactory full-time professional experience in budget administration, economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, for educational program(s) and/or institution(s); or
- A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience as described in "1" above.
Preferred
- Experience with the NYCPS’s student information systems, such as STARS and ATS, or comparable systems.
- Deep interest in public education and its role in advancing equity; experience or enrollment in a large urban school district.
- Experience working with diverse peers and populations.
- Understanding of racial equity and willingness to engage in conversations about race.
- Ability to interact with and obtain feedback from school-based staff, field staff and other constituents.
- Experience collaborating with various stakeholders to gain new perspectives.

Salary: $103,446 - $107,259
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
