Salary: $105,875.65 (min) to $124,360.09 (max) annual; 35 hours per week
SUMMARY
Provides accurate, courteous, and timely election services to the voters and residents of the City of Lowell. Manages the activities of the Elections Office, its personnel, and other City employees in order to effectively carry out municipal, state and federal elections.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The Director of Election & Census is responsible for maintaining procedures relating to the registration of voters, developing and maintaining annual lists of voters, and conducting the annual census of residents of the city. The Director of Election & Census is responsible for the certification of all nomination papers and petitions as well as drafting biennial nomination papers of local elections, processing absentee and early voter ballot requests, administering State, federal and local elections, and administering recounts in an effective, accurately, timely, fair, and non-partisan manner. Candidates shall be responsible for the general supervision of all elections, which shall include the supervision of precinct officers, the training of polling workers, the location of polling booths, and the maintenance of suitable records of elections which shall be open to public inspection.
The Director of Election & Census coordinates the federal decennial Census in collaboration with the Mayor’s Office and the Office of Department of Planning and Development. The Director of Election and Census is responsible for overseeing daily operations of the Election and Census Division and supervising a fulltime staff of four and the hiring, training and supervision of approximately two hundred fifty seasonal employees. The Director of Election & Census creates and maintains an annual calendar of election related events, activities and requirements. The Director of Election and Census is responsible for the scheduling and attendance of regular Election Commission meetings and ensures that meetings are noticed in compliance with the Open Meeting Law.
The Director of Election & Census coordinates with the Office of Campaign and Political Finance (OCPF) and maintains finical records for Non-Depository Filers, such as School Committee candidates annually.
The Director of Election & Census must properly maintain all public records related to the City’s elections in accordance with all applicable laws, regulations, and other record retention requirements.
Qualified candidates should demonstrate experience and knowledge of the election process as well as Massachusetts General Laws and the rules and regulations of the Secretary of the Commonwealth's office pertaining to elections. Qualified candidates should have at least five years of experience in planning and implementing municipal, state, and federal elections. Candidates should be knowledgeable of voting systems, election technology and implementation standards as outlined by state regulations.
Candidates must possess strong interpersonal communication skills and the ability to work
collaboratively with other municipal departments, nonprofits, community groups, residents, the Secretary of the Commonwealth's office, the Middlesex Town and City Clerk’s Association, the Massachusetts City Clerk’s Association and the Massachusetts Town Clerk’s Association.
Candidates are expected to interact frequently with members of the public in a polite and
professional manner.
Candidates must be able to analyze and organize office operations and procedures, such as budgeting, preparation of payrolls, flow of correspondence, filing, requisition of supplies, and other clerical services, in order to administer elections and other Election Office activities.

SUPERVISORY RESPONSIBILITIES
Directly supervises employees in the Elections Office. Trains and supervises seasonal poll
workers for elections. Carries out supervisory responsibilities in accordance with the City’s
policies and applicable Federal, State, and local laws. Candidate responsibilities include
interviewing and training employees; planning, assigning, and directing the work of employees;
appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
Bachelor's Degree (B.A.) from four-year college or university required; At least five years’ experience administering municipal, state or federal elections and census work.

LANGUAGE SKILLS
Ability to read and interpret documents such as laws, regulations, procedures, safety rules, operating and maintenance instructions, and manuals. Ability to write reports and correspondence. Ability to speak effectively before groups of citizens or employees.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute percentages. Ability to create, use, and interpret spreadsheets, maps, and graphs.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
