Pay Range - $135K - $150K
ROLE SUMMARY
The Estimating Manager will collaborate with our business development sales team and oversee the estimating team's preparation of cost estimates for competitive bids, negotiated proposals, cooperative contracts and develop more economical ways to construct projects and provide comprehensive deliverables for major estimates. This position will be responsible for applying the current PMSI processes and tools to develop project estimates. All activities will be performed in support of the strategy, vision, and values of Pacific Mobile Structures
- Autonomy and Decision Making: Makes decisions on strategy, project assignments, workflow, and routine matters, provides recommendations to executives on improvement projects, new methodologies, and resources.
Core job responsibilities
- Responsible for managing the day-to-day activities of the Estimating Department including supervision of direct reports, located at various PMSI branches.
- Develop standards, procedures, tools, and methodologies to produce cost estimates for projects based on work scope, specifications, or contract requirements.
- Collaborate with the Estimating and Construction Services Project managers, Sales staff, and company executives.
- Effectively communicate project goals, schedules, and set expectations to team members, factories, vendors, and salesperson in a clear and timely fashion.
- Coordinate all estimating team activities and conduct project cost estimate review meetings.
- Provide training and mentorship of all estimating team members.
- Assess and determine the need for additional staff, consultants, and/or other resources. Make the appropriate recruitments as needed to upper management.
- Travel as required to attend meetings with various entities.
- Develop a comprehensive knowledge of the Sage estimating software (become the subject matter expert).
- Oversee the management, creation, and maintenance of various databases in the Sage estimating software.
- Develop competency to prepare budget estimates using Sage estimating software.
- Develop competency to prepare RS Means estimates as needed for building and site development projects using the Sage estimating software.
- Maintain and report out all establish KPI's and metrics
- Review and analyze RFQ’s to determine potential risk, project feasibility, and resources required to bid and execute on projects.
- Provide clear and concise recommendations to the estimating team, salesperson, and executives to identify potential issues with certain projects or scope items.
- Coordinate with salesperson regarding project scope and relay that information to the assigned estimator.
- Plan and schedule project timelines and milestones.
- Work with Estimating staff during the bid process to confirm all aspects of the scope have been considered and budgeted for, and that all subcontractor proposals have been reviewed for scope and accuracy.
Additional Responsibilities
- Create bid lists including subcontractors and suppliers. Confirm bidding intentions, subcontractor’s capabilities, and references.
- Prequalify subcontractors that are new to Pacific Mobile Structures.
- Create supplemental instructions to subcontractors based on the project specific requirements to confirm all areas of scope are considered.
- Review and evaluate construction labor rates and productivity for in-house crew installations.
- Evaluate subcontractor cost estimates and proposals.
- Review all budget estimates and proposals before they are sent to the salesperson.
- Work with project team to set up new project handoff meeting.
- Finalize budget and proceed with project set up.
- Prepare schedule of values document for new orders and coordinate with accounting.
- Distribute appropriate estimating documents to the project team.
- Prepare change order budgets and proposals based on information provided by the project team.
- Become familiar with the KCDA contract, TIPS contract, BuyBoard and other co-op contracts and understand the differences between them.
- Assure compliance with our KCDA, TIPS and other co-op contract requirements.
- Oversee the estimating portion of all co-op contract re-bid opportunities.
- Oversee all year end SAGE database and template updates.
- Work with IT and Software vendors for required upgrades.
- Perform site visits as needed to clarify scope of work, etc.
- Other duties as assigned by management.
Skills & Qualifications
- Minimum of 5 years as Senior Estimator of commercial construction projects.
- The preferred candidate will possess 10+ years of experience with significant and relevant experience in Estimating and Design.
- Must have exceptional ability to read and interpret building plans, specifications, civil drawings, geotech reports, and other documentation associated with the construction of commercial modular buildings and related sitework.
- Perform material takeoffs of various aspects of building and site development plans.
- Excellent organizational and interpersonal skills with an ability to work closely with peers, managers, external customers, and other industry professionals.
- Must have good verbal and written communications skills, good team management skills and good presentation skills.
- Must have a working knowledge of light framed building construction and site development.
- Must be able to communicate effectively with others in the company, subcontractors/suppliers, architects/engineers, owners, developers, clients, etc.
- Self-starter - highly motivated, ethical, organized and goal oriented.
- Computer skills to include Microsoft Excel, Word, Outlook, and Bluebeam
- Sage Estimating experience a plus. Optional: AutoCAD, Chief Architect.
- Well-developed interpersonal skills, including the ability to manage diverse personalities.
- Professionally and technically competent.
