Capture Manager Government Operations
Position Overview
The Capture Manager Government Operations is a key member of ATHENA’s Government strategy and procurement. This position is directly responsible for developing and executing strategies to market ATHENA’s temporary staffing services to secure business opportunities with state and local government agencies. This position oversees our Government Procurement Analyst ensuring effective coordination and execution of capture strategies and government relations initiatives.
Key Responsibilities:
1. Strategic Government Engagement:
§ Develop and implement strategic plans to effectively engage with all stakeholders within Target Markets of state and local government agencies.
§ Cultivate and maintain relationships with government officials, policymakers, and relevant industry associations to advance ATHENA’s short and long term goals.
2. Business Development Leadership:
§ Participate in key government networking events and conferences including, but not limited to, NIGP, NASPO and regional SLED conferences.
§ Lead the development and execution of business development plans targeting government contracts and procurement opportunities.
§ Collaborate with the Government Operations team and leadership to align sales, marketing, and product strategies with government sector needs and priorities.
3. Team Management and Leadership:
§ Provide supervision, leadership and direction to the Government Procurement Analyst.
§ Partner with the Proposal Manager and writers to ensure accurate and timely responses to RFPs, RFQs, and RFBs.
4. Policy Analysis and Advocacy:
§ Monitor legislative and regulatory developments at the state and local levels, providing strategic guidance and forecasts on potential impacts to ATHENA.
§ Anticipate and identify industry trends, develop strategies to best position ATHENA for upcoming opportunities.
5. Proposal Strategy and Contract Negotiation:
§ Oversee the preparation and submission of high-quality proposals, bids, and RFP responses for government contracts.
§ Lead negotiations with government agencies to secure favorable contract terms and agreements for ATHENA.
6. Compliance Oversight and Reporting:
§ Ensure compliance with all relevant laws, regulations, and ethical standards governing interactions with government entities.
§ Maintain tracking system and accurate records of government business development-related activities and outcomes, providing regular reports to Executive Leadership.
Qualifications:
o Bachelor's degree in Business, Public Administration, Political Science, or a related field;
o Minimum of 3-5years of experience in government relations, business development, or a related field, with demonstrated leadership and strategic planning abilities.
o Deep understanding of government procurement processes, regulations, and policy frameworks.
o Exceptional communication, negotiation, and relationship-building skills, with the ability to influence stakeholders at all levels.
o Proven track record of successfully securing and managing government contracts.
o Strong analytical and problem-solving capabilities, with a results-oriented mindset.
o Ability to work independently as well as in a remote team environment.
o Strong written and verbal communication skills.
o Ability to travel periodically to conferences, meetings and other business engagements.
o Proficiency in Microsoft Office suite, RFP Aggregator sites and CRM software.
