Job description
Senior Contract Specialist Services at federal agency in Atlanta GA for the Assistant Secretary for Preparedness and Response (ASPR)/Office of Resource Management (ORM)/ Strategic National Stockpile (SNS).
The Strategic National Stockpile (SNS) is a national repository of large quantities of medicines, vaccines, medical supplies, and medical equipment stored in strategic locations around the nation. The assets are designed to supplement state and local public health departments in the event of a large-scale public health emergency that causes local supplies to run out.
Required Qualifications:
Must have 5 years recent experience as a government employee working as a Contract Specialist or Contracting Officer.
Proficient writing government contracts from cradle to grave
Must have excellent written and oral communications skills to provide clear concise communication and documentation.
Working knowledge of federal budgetary functions, procurement, administrative functions, project management, and milestone tracking.
Assisting with research; analyzing data; and developing requirement packages to fulfill agencies requirements.
Experience with accounting and administrative support systems.
Ability to work autonomously at a rapid/efficient pace and excel at customer service.
Proficient in the use of the Microsoft suite of applications including Word, Excel, and PowerPoint.
Job Responsibilities
· Perform purchase order/task order/contract pre-award functions such as reviewing and assisting customers with the preparation of procurement requests, requests for contracts, statements of work, and sole source justifications, assisting customers with market research.
· Preparing solicitation documents; obtaining quotes/proposals; reviewing quotes/proposals; making recommendations to the Contracting Officer for source selection; and preparing associated pre-award and award documentation for Contracting Officer review.
· Perform purchase order/task order/contract post-award functions such as processing unilateral and bilateral modifications and closing out awards after expiration of the award. Ensure accurate terms and conditions are included in the award.
· Provide advice and assistance to contractors and program officials on administration issues.
· Perform the full range of closeout functions for expired awards.
· Independently research applicable regulations, policies, and guidance documents for contract management issues (pre-award, post-award, allowable costs, invoices, etc.).
· Ensure accurate terms and conditions are included in modifications; provide advice and assistance to contractors and program officials on administration issues.
· Attending meetings/conference calls associated with assigned workload.
· Provide support to the CO in responding to Appeals/Disputes/FOIA Requests/ Protests and Unauthorized Commitment processing.
· Respond to data calls as requested.
· Maintain Badging and Computer access requirements.
· Review and comment on acquisition plans, Performance Work Statements, Requests for Task Order Proposal, Justifications for Other than Full and Open Competition in accordance with FAR part 6, and other documentation.
· Drafting up file documentation for Contracting Officer review, such as milestone charts, small business coordination forms, synopses, Determinations and Findings, letters, memos, source lists, solicitations, abstracts, negotiation memoranda, and other award documents to include purchase orders, delivery orders, task orders, and contracts.
· Putting together award files to include all necessary documentation in accordance with the Contract File Checklist and ASPR procedures.
Qualifications:
- Bachelor's degree or higher
- DAWIA or FAI certification – Level 1, Level II preferred
