Senior Program Director
Job Description:
- The client is seeking an experienced senior program director within depth knowledge of public health to lead an IT modernization and transformation effort for DPH.
- This lead management role will work with multiple internal and external stakeholders, project teams, divisions, departments, and vendors to strategize and build a strategic road map and plan that supports the organizational objectives.
- This position will interact with all levels of staff in the client including senior executive staff.
- This position will be responsible to refine the scope and support development of strategy, establish modernization roadmap and ultimately be responsible for ensuring that the initiatives are successfully delivered.
Responsibilities:
- Work closely with program and project sponsors, PPMs, to identify and prioritize initiatives at a division level
- Establish and implement a governance model for the DPH data modernization program
- Collaborate with business and IT leaders along with, Project Portfolio Manager, and other staff to develop and prioritize identified efforts and develop modernization roadmap for DPH
- Determine data needs and support all the activities needed for the development of the Dashboard Visualization needed by the division
- Collaborate with stakeholders to develop the plan to deliver business intelligence solutions, dashboards and data visualizations.
- Work with business and cross-functional teams to develop Business Case and Cost Benefit analysis for prioritized initiatives within the program
- Manage and obtain various DHHS and state approvals for initiating projects within the program
- Participates in the development of Statements of Work (SOW) and Request for Proposal (RFP) in collaboration with the business and other agency teams for projects within the program
- Manage multiple Vendor engagements
- Identify key requirements needed from cross-functional teams and Vendors
- Work with other program managers to identify risks and opportunities across multiple projects within the department
- Manage budget and funding channels for maximum productivity
- Tracks, maintains and present program details, progress, status, risk and other relevant topics to senior and executive management
- Work with Project Portfolio Managers and Project Managers within the program to develop and Maintain Program Level data across the multiple efforts and present Program dashboards in ESCs and maintain clear, effective, and transparent communications
- Manage resource allocations and expectations for program
- Collaborate with the State DIT to ensure program compliance with the State IT Roadmap and all State security requirements
Required Skills/Experience:
- Program Management experience managing multiple large complex projects Required 7 Years
- Experience in developing and prioritizing identified efforts and develop data modernization roadmap Required 7 Years
- Experience developing business case, Cost Benefit and market analysis Required 5 Years
- Proven track record of delivering IT projects within budget, scope and schedule. Required 7 Years
- Objective decision-making ability based on strategic objectives priority, business performance analysis and resource availability Required
- Hands on experience managing project risk, cost, schedule, quality, testing, and communications. Required 7 Years
- Strong supervision, organizational, interpersonal and time management skills. Required
- Demonstrated presentation, training skills, oral and written communication skills. Required
- Experience in developing the plan to deliver business intelligence solutions, dashboards and data visualizations Required 7 Years
- Proven ability to conceive and promote a strategic vision for data and data management Required 7 Years
- PMI certification Project Management Professional (PMP) Highly desired
- State Government experience Highly desired
- Experience managing implementation of a statewide IT project Highly desired
- Experience managing or supervising IT application/system replacement projects Required 5 Years
- Exposure to modern data architecture, data lake, data warehouse, and relational database structures Highly desired 3 Years
- Ability to work in a technically diverse environment with an assortment of products, platforms and services Highly desired
