As a Budget Analyst, provide financial management support to Africa Command (AFRICOM) Intelligence, Surveillance, and Reconnaissance (ISR) Mission Support programs assigned to the U.S. Army Intelligence and Security Command (INSCOM). Responsible for providing technical assistance and daily operational support in the Planning, Programming, Budgeting, and Executing (PPBE) process for the AFRICOM portfolio. Candidate will be familiar with MACOM-level resource management and requirements prioritization, acquisition and validation practices. Prepare, review, analyze, coordinate and maintain documentation in associated databases used in DoD resource management systems. Conduct qualitative/quantitative analysis and evaluate mission requirements. Develop comprehensive time-phased and cost-efficient acquisition strategies to meet mission requirements. Conducts continuous liaison and participates in collaborative planning with military customers, DA staff, and other government agencies.

Experience developing senior-level briefings, presentations and executive summaries

Able to communicate written and orally with senior military staff leaders

Strong understanding of Army PPBE process or general accounting principles
Required Experience:

Bachelor’s Degree and 10 years of relevant experience with 2 years’ experience on a major command headquarters or DoD staff or
-
Associate Degree and 15 years of relevant Aerial ISR employment experience or
Desired Qualifications:

Combatant Command or Joint experience with various manned/unmanned intelligence collection systems

Technical writing experience with policy and SOP development

General Fund Enterprise Business System (GFEBS) certified
