This is very responsible administrative and accounting work assisting with all centralized procurement and contracts management activities for the Housing Authority of the City of Charleston. Activities associated with the job include providing administrative support for the Procurement/Contracts Manager.
Assist with the procurement and contract administration duties for this department and various satellite offices, central office and the Capital Fund Department. Assist with the review of all procurement and contracts management activities to ensure they meet Housing Authority, state and HUD guidelines. Assist with the processing of contractor and vendors payment applications, change orders and invoices and reviewing for accuracy and thoroughness. Creating and maintaining vendor and contract files, maintaining project files and ensuring that all documentation is complete, accurate and in compliance with Housing Authority, state and HUD regulations. Contact vendors and order needed materials and supplies, schedule delivery dates and monitor shipments, research and evaluate suppliers, entering data into the appropriate databases. Entering and processing approved requisitions and purchase orders, researching discrepancies between invoices and purchase orders. Assist with the preparation of written requests for bids, proposals and quotes and submitting advertisements for bidding processes, responding to inquiries from contractors and other providers, assisting small and minority contractors with required information. Assist with the analysis of bids, proposals and quotes, obtaining and maintaining all required records and supporting documentation in files.
Minimum Qualifications are: Graduation from an accredited two-year college with an AA/AS Degree in Business Administration, Accounting or related field supplemented with three to five years of progressively responsible experience in governmental procurement and contract management. Strong organizational, interpersonal, and decision making skills; strong administrative and accounting skills; dedicated attention to detail; thorough knowledge and understanding of the Housing Authority’s purchasing and contracts management, maintenance, and inventory control operations, policies and procedures; or any equivalent combination of education or experience to provide the following knowledge, abilities and skills. This also requires a valid South Carolina driver's license.
