Primary Responsibility:
The primary responsibility to plan, guide, and coordinate human resource management activities of a local government to maximize the strategic use of the local government's employees.
Administrative Duties:
The administrative duties are managing documentation and record keeping for the local government's personnel actions relating to recruitment, employment, personnel policies, and regulatory compliance.
Important Duties:
- Provide current and prospective employees with information about policies, job duties, working conditions, opportunities, and benefits
- Handling employee questions and help resolve work-related problems
- Administer and coordinate programs, processes, and systems involving new employee orientation; benefits; performance management; and health and safety and infection control
- Develop and maintain professional and unbiased relationships with personnel
- Maintain records and reports concerning human resource-related data such as recruitment; terminations; promotions; demotions; suspensions; training; and absenteeism

- Human resources management concepts, principles, and best practices
Required Abilities:
- Effective communication skills, especially active listening, speaking, and reconciliation
- Use good judgment in directing human resource management activities consistent with the local government’s mission, vision, and goals

- Help assess overall effectiveness in carrying out the organization’s mission
- Comprehend and make inferences from written material in the English language
- Produce written documents with clearly organized thoughts using proper English

- Observe, monitor, or compare data to determine compliance with prescribed operating procedures, standards, policies, regulations, and/or statutes

- Basic computer skills such as emailing, word processing, presentations, and publishing
