Job Overview:
We are seeking an experienced and detail-oriented Contract Specialist to join our team. This position is responsible for managing the entire contract lifecycle, from procurement to contract close-out. The successful candidate will have a strong understanding of the Federal Acquisition Regulations (FAR) and will be responsible for negotiating and administering contracts with vendors and suppliers.
Key Responsibilities:
1. Government Registrations and Certifications:
- SAM Registration: Ensure the company is registered with the System for Award Management (SAM), which is required for bidding on federal contracts.
- Certifications: Obtain and maintain necessary certifications, such as Woman-Owned Small Business (WOSB) and Minority-Owned Business certifications.
- Compliance: Regularly review and update the company’s status with certifying bodies to maintain compliance.
2. Bidding and Proposal Management:
- Opportunity Identification: Research and identify federal contracting opportunities that align with the company’s logistics services.
- Bid Preparation: Develop and submit competitive bids and proposals, including writing proposals, gathering required documentation, and coordinating with various departments.
- Proposal Calendar: Maintain a calendar to track deadlines for RFPs (Requests for Proposals), RFQs (Requests for Quotes), and other bid opportunities.
3. Compliance Management:
- Regulatory Adherence: Ensure that the company complies with all federal contracting regulations, including the Federal Acquisition Regulation (FAR).
- Policy Development: Create and implement internal policies and procedures to ensure compliance with government requirements.
- Training: Educate staff on compliance issues and ensure everyone understands their roles in maintaining compliance.
4. Logistics Expertise:
- Industry Knowledge: Understand the logistics and freight brokerage industry, including best practices, trends, and regulatory challenges.
- Strategic Planning: Develop logistics solutions that meet the specific needs of government contracts, ensuring efficient and compliant service delivery.
- Collaboration: Work closely with the operations team to ensure that logistics services are delivered as promised in government contracts.
5. Business Development:
- Relationship Building: Establish and maintain relationships with key government agencies and procurement officials.
- Networking: Attend industry events, conferences, and meetings to promote the company and identify new business opportunities.
- Market Expansion: Work with the sales and marketing teams to develop strategies for entering new markets and expanding the company’s government contract portfolio.
6. Contract Administration:
- Monitoring Performance: Oversee the performance of awarded contracts to ensure all terms and conditions are met.
- Issue Resolution: Address any issues that arise during the execution of contracts, working with government officials and internal teams to find solutions.
- Reporting: Prepare and submit required reports to government agencies, detailing the performance and compliance status of ongoing contracts.

7. Procurement Management:
- Procurement Process: Manage the procurement process for all goods and services, ensuring compliance with FAR and other relevant regulations.
- Vendor Relationships: Develop and maintain relationships with vendors and suppliers to negotiate the best possible prices and terms.
- Contract Tracking: Utilize HubSpot to track and manage contracts, including procurement, pricing, and vendor performance.
- Contract Reviews: Conduct thorough contract reviews to ensure compliance with all relevant regulations and company policies.
- Documentation: Ensure all contracts are properly executed and that all necessary documentation is maintained.
8. Vendor Management:
- Vendor Compliance: Conduct vendor management and ensure that vendors are in compliance with all relevant regulations and company policies.
- Process Improvement: Develop and implement strategies to improve the contract management process and reduce costs.
- Collaboration: Collaborate with other teams to ensure a cohesive and efficient contract management process.
Experience:
- A bachelor's degree in a relevant field, such as business, law, or procurement.
- A minimum of 5 years of experience in contract management, with a strong understanding of the FAR and other relevant regulations.
- Proven experience in negotiating and administering contracts with vendors and suppliers.
- Strong business management skills, with the ability to analyze data and make informed decisions.
- Excellent communication and negotiation skills, with the ability to work effectively with vendors and other stakeholders.
- Proficiency in HubSpot and other relevant contract management software.
- Experience with vendor management and compliance management.
- Strong attention to detail and ability to manage multiple projects simultaneously.
