Assistant Director of Multilingual Education

POSITION SUMMARY:
Under the direction and supervision of the Director of Multilingual Education, the Assistant provides leadership and direction for the district’s multilingual program by working to ensure each student’s success in English language acquisition and staying current with research and best practices relating to English language acquisition, transitional bilingual education programming, world language, and dual language programming to support an engaging, high quality, and equitable learning model.

CERTIFICATES, LICENSES, REGISTRATIONS:
Master’s Degree in a relevant background. Current and valid MA DESE license as a Director, Principal/Assistant Principal, and/or Superintendent/Assistant Superintendent with SEI Endorsement for Administrators.
TRAINING AND EXPERIENCE:
At least five years of experience as a classroom teacher; some experience in leadership is strongly preferred. Demonstrated knowledge of talent development, best practices in instruction, school operations, management, and leadership development. Demonstrated record of success in leading educational initiatives that resulted in measurable progress in student achievement. Demonstrated ability to work collaboratively with teams of educators. Experience designing and facilitating professional development.

Experience managing staff development programs, knowledge of best practices, instructional methodologies, and coordination techniques. Fluent Spanish and/or Portuguese is strongly encouraged. The individual should have extensive experience working with new or recent immigrants and should possess culturally proficient skills with a strong background in working with families descending from Latin America.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

PROGRAM/CURRICULUM

Assist in the supervision and coordination of instructional and student activities: i.e. reclassification of ELL students, scheduling, monitoring student progress, and follow-up procedures.

Assist in the coordination and review of student assessments, including ACCESS for ELLs, recommendations for student placements, and coordinating district Title III activities.

Assist in implementing and coordinating initial evaluation(s), Kindergarten screening, referrals, and educational placements of Multilingual Education students.

Assist in the provision of technical and programmatic assistance to general education teachers and school administrators.
-
Oversee the Language Assessment Team process at all schools, as well as mandated Special Education and Title One procedures, when warranted by program coordination issues.

Work with the Office of Teaching and Learning, the principals, other directors, department heads, teachers, and paraprofessionals in the development of all-new multilingual/EL programs.

Serve in an advisory capacity on all curriculum development committees.

Serve in an advisory capacity on family and community engagement committees.

Partner with the Office of Equity to regularly monitor and assess programming and practices to ensure they are culturally responsive and align with social justice standards.

Initiates new programs in collaboration with the Office for Teaching and Learning, the Department of Curriculum Instruction and Assessment, the Department of Special Education, the SAGE department, and the Department of Technology to coordinate enhancements to the curriculum to provide access for all students.

Assist in the identification and acquisition of educational material and department supplies.

Assist in the planning and coordination of professional development activities for ESL and SEI teachers.

Analyze test data and instructional technology data to improve the instructional program.

Work with schools to manage their student-based budget and implement a high-quality service model.

Develop detailed reports on students not yet meeting expectations and identify intentional strategies to ensure equity of access.
SUPERVISION/LEADERSHIP:
-
Assist in the supervision, observation, consultation, coordination, and evaluation of personnel assigned to the Department of Multilingual Education Department. Conduct staff evaluations in accordance with existing policy.

Assist in the development/revision of the Multilingual Education/ESL/World Languages curriculum in concert with the general education curriculum.

Communicate effectively with district and building-level staff, the community, parents, and/or students when appropriate.

Assist monolingual staff to work effectively with ELLs in all curricular subjects.

Demonstrate responsible fiscal control over assigned program budgets.

Work to keep FPS compliant with state law and DESE standards.
RECRUITMENT/HIRE:
-
Assist in the recruitment, interviewing, and recommendation of personnel for Multilingual Education Program positions.

Coordinate visiting teacher programs with Spain, Brazil, Puerto Rico, and Portugal and manage visas as needed.

Coordinate a global student (and teacher) exchange program.

Work with appropriate staff to ensure a high degree of uniformity among elementary and secondary schools in multilingual education.
OTHER:

Perform other duties as may be assigned by the Assistant Superintendents of Elementary and Secondary Education as well as the Superintendent of Schools.

While performing the duties of this job, the employee is regularly required to move about and may be required to traverse occasionally throughout the school building and to travel to school district buildings and professional meetings as required. May require occasional irregular and/or prolonged hours, including evenings, nights, and weekends as necessary. Regular and punctual attendance at the worksite is required for this position; it may require occasional irregular and/or prolonged hours, including evenings, nights, and weekends as necessary. The employee must also often remain in a stationary position for considerable periods of time. The employee is occasionally required to reach with hands and arms and sit, stoop, kneel, crouch, or crawl. The employee is expected to lift at least 20 lbs (i.e. books, school supplies, etc.). The employee must frequently use hands to finger, handle, or feel; and use hand strength to grasp tools. Occasionally s/he operates a computer and other office productivity machinery (i.e., a calculator, copy machine, and computer printer). The employee must be able to input information into a computer and as well as read material from a computer monitor as well as handwritten or printed matter with or without visual aids. The employee must be able to communicate effectively with students, parents, and other staff members in person and on the telephone. The employee must be able to see and hear on a continuous basis as well as speak frequently. On rare occasions, it may be necessary to move quickly across even or uneven surfaces. The employee will be working in a normal school/office environment with an acceptable level of noise. The employee interacts with students, parents, and other staff members.

SUPERVISORY RESPONSIBILITIES:
Dual Language, Transitional Bilingual Education, SLIFE, ESL & World Language Teachers and Assistants.
FAIR LABOR STANDARDS ACT (FLSA) CLASSIFICATION:
This position is classified as Exempt (Professional).
TERMS OF EMPLOYMENT:
12 months 228 days per the Framingham Public School Committee policy.
SALARY Based on FAA contract
