Primary Purpose
Lead and direct the Supply Management Strategic Operations team in support of Sempra Infrastructure organization across all business lines in North America. In line with Company vision and financial targets, develop and execute strategic vision in support of operational excellence by clearly understanding the spend and stakeholder landscape, leveraging market intelligence, industry knowledge, and cross functional collaboration. Lead a team of multicultural and multinational supply chain management organization, of various experience levels, in the provision of contracts and procurement services. Drive synergies and commercial value across wide range of functions and geographical locations. Pursue improvement initiatives through implementation of continuous improvement cycle.
Duties and Responsibilities

Lead team activities execution & performance and compliance with established policies and procedures.
- Manage and allocate resource abilities, skills, and competences to maximize efficiencies and continue to meet business requirements. Develop and manage talent through training programs and coaching.
- Manage the continuous development and improvement of the team of direct reports, functions, processes, systems, contracting and documentation in coordination within the global Supply Management team for SI.
- Develop and implement career ladder and career plan across the organization fostering talent retention and development.
- Conduct periodic reviews activities performed by the team leads and individual contributors to ensure the team is meeting business requirements and realizing benefits to the organization by making data-driven decisions.
- Conduct periodic reviews to ensure established policies and procedures are being followed and adjust if needed.
- Support the development, maintenance and continuous improvement of Supply Management policies, practices, procedures, and responsibilities.
- Manage the metrics, performance criteria, KPIs, dashboards and reporting.
- Ensure effective communication between team and internal stakeholders.
- Provide guidance to team and internal stakeholders on procurement strategies; maintain procurement ethics in accordance with best practice and company policies.
- Establish deep industry insights, leveraging market intelligence and analytics to develop longer-range supply strategies and plans that drive significant value while meeting business needs.

Based on the Company vision and strategy, lead the execution of the following strategic activities.
- Support development and execution of the SCM strategy, including procurement, customs compliance, logistics and inventory management objectives & priorities.
- Develop and execute Strategic Operational Procurement Execution strategy, objectives & priorities.
- Develop and execute RFO (ready for operations) strategies to ensure operational reliability.
- In collaboration with Category Management team, define and implement Suppliers’ Strategy; foster and lead major and critical Suppliers’ Relationship.
- Develop North American Strategy in support of operations excellence.
- Lead Major and Critical Contracts’ Negotiation.
- Develop and Implement Contract Compliance Strategies.
- Closely collaborate with SCM peer network to ensure alignment on category strategies, strategic improvement initiatives, strategic souring, market intelligence and business analytics. Timely and strategically identify future operational needs for swift and agile execution across all SCM units.
- Establish deep industry insights, leveraging market intelligence and analytics to develop longer-range supply strategies and plans that drive significant value while meeting business needs.
- Support company and department key initiatives (i.e., business integration projects and system implementation projects).

Relationship Management (Internal & External)
- Establish effective strategic relationships with key stakeholders while also understanding, anticipating, and responding to their business needs, objectives, and challenges.
- Provide guidance and resources to support the development of a comprehensive business strategies.
- Work with Business Units to mitigate uncertainties by planning and forecasting future demand.
- Ensure communication of strategic data throughout the organization.
- Champion the best way of fulfilling demand by bringing insight into capabilities of different suppliers.
- Ensure development and management of supplier relationship in a way that creates an environment for win-win.
- Manage budget cost code strategically and effectively.
- Perform other duties as assigned.
Education
- Bachelor's degree in Supply Management, Accounting, Finance, Business Administration, Engineering, or related field of study required. Master's degree preferred.
Experience
- 15 years of relevant experience in business, supply, operations or in other related field required.
- 12 years in a comparable role. Experience in broad facets of supply chain including contracting, procurement and logistics required.
- 7 years of managing a team of direct reports required.
Knowledge, Skills and Abilities
- Ability to define program requirements and using data and metrics to determine improvements.
- Knowledge of large-scale operations and maintenance contracts, master service agreements, risk allocation, indemnification, insurance terms, and non-performance remedies.
- Ability to provide leadership and direction to strategic procurement staff.
- Ability to influence, work with, and form strong partnerships with multiple stakeholders to create optimal strategic procurement approaches and solutions.
- Ability to challenge current thinking and present innovative solutions that promote the company’s interests.
