ICI Services is an Employee-Owned Company providing Engineering & Integration, Systems Acquisition, Information Warfare, and In-Service Sustainment support to government customers. We are seeking a Mid-Level Earned Value Management (EVM) Analyst to support our Navy customer in Washington, DC.
The ideal candidate will have Navy ERP experience supporting Navy Financial programs. A bachelor’s degree in business, Finance, or a related field is preferred. This position has the possibility of a remote/hybrid work schedule with the permission of the government customer.
Security Clearance:
- Applicant must be eligible to hold an active Department of Defense (DoD) SECRET personnel security clearance.
Position/Job Description:
- Review budget estimates or proposals to ensure accuracy and adherence to established procedures and objectives. This involves utilizing cost-benefit analysis techniques to evaluate financial requests, assess program tradeoffs, and explore alternative funding methods.
- Additionally, analyze historical and current budgets, as well as research economic and financial developments affecting the organization's expenditures.
- Develop guidelines and policies governing budget formulation and maintenance. They also conduct training sessions for program personnel and supporting organizations to educate them on new budget procedures.
- Create and maintain the Program Manager's Estimate under supervision and review Earned Value Management reports to verify accuracy and evaluate their impact on budget estimates.
- Support Senior staff to deliver formal briefings to staff and project sponsors, and actively participating in financial discussions during project review sessions.
- Conduct comprehensive risk assessments for the program and executing mitigation plans to minimize risks effectively.
- Generate documentation, reports, and project plans, and potentially deliver briefings and staff seminars.
- Fulfill any additional duties and responsibilities as assigned.
Experience Requirements:
- Minimum of 3-5 years of experience in supporting Earned Value Management (EVM) or financial analysis.
- Familiarity with DoD/DoN procedures and Policies (DoD 5000 process); Military Sealift Command procedures and processes; Supervisory experience; experience communicating with SES/Flag level personnel; ship building experience desired.
- Experience in Commercial Ship Building programs, Military Sealift Command Shipbuilding programs, or Coast Guard ship building programs is required.
Educational & Certification Requirements:
- Bachelor’s degree in business, finance, or Related Field.
- DAWAII BFM Level II Certification is preferred.
