ESSENTIAL DUTIES & RESPONSIBILITIES
The statements below are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.
- Provides technical assistance in the activities of Local Funds Division for Local Rent Supplement Program (LRSP) projects, including all projects operating under a Memorandum of Understanding (MOU) and Memorandum of Agreement (MOA) from the initial award of funding through the execution of the Housing Assistance Payments (HAP) contract and Subsidy Contract;
- Reviews financial documents submitted by the contractor and MOU/MOA Partners; makes preliminary determinations regarding the feasibility of the project within the limits of available funding;
- Corresponds daily with MOU/MOA Partners via email and phone;
- Reviews requested rents by contractor, and MOU/MOA Partners; makes preliminary determination of rent reasonableness based on available data regarding rent for comparable unassisted units;
- Reviews all documents submitted by the contractor and Partners to ensure completeness and consistency before requesting HAP/Subsidy payments;
- Conducts all activities related to rental payments, including, but not limited to, setting up accounts receivable, reconciling client rental ledger with the MOU/MOA Partners, validating monthly invoices, collecting rent from RPI clients and verifying rental payments before mailing to the bank;
- Attends off-site meetings and trainings with the MOU/MOA Partners;
- Processes Direct Deposit requests and enters ACH information;
- Review requests for Tenancy Approvals (RFTA) submitted by the Department of Human Service (DHS) through DHS step tool system for weekly lease-ups by preparing the Lease-up Checklist; ensures all RFTAs submitted through the HCVP portal are transferred to the DHS Step Tool system;
- Analyzes and resolves complex problems, and recommends solutions as needed;
- Coordinates with DHS to ensure that lease-ups are performed in compliance with LRSP program regulations;
- Processes annual recertification and interims;
- Identifies and corrects recertification and leasing compliance errors and prepares internal reports to keep the supervisor and other parties of interest informed;
- Performs other related duties as assigned.
Education and/or Experience
Bachelor’s degree from an accredited college or university and a minimum of four (4) years’ related experience; or other equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted. Such experience may have been gained in administrative, professional, technical, investigative or other related work.
