Salary Range: $60,000-$75,000
Position Summary:
The Portability Administrator is responsible for performing programmatic and financial functions required in the proper administration of Housing Choice Voucher Program (HCVP) rental assistance for incoming and outgoing clients, in accordance with Atlanta Housing Authority policies and procedures and HUD regulations. Such activities include but are not limited to the following:
Essential Duties and Responsibilities:

- Performs assigned routine activities and functions as part of the bi-monthly processing of HAP and UAP payments and responds to all inquiries within 48 hours. This includes (but is not limited to) adjustments, reversals and ACH returns.
- Prepares and provides adhoc reporting analysis which includes the following: benchmark reports (e.g. Late Re-exam Report, Unit Status Report),; Vendor History Report (VHR); and other reporting requirements.
- Provides excellent financial customer service to all customers (both internal and external) and landlords participating in the Housing Choice Voucher Program (HCVP); responds to inquiries and requests.
- Effectively and proactively manages financial business transactions with assigned Public Housing Authorities (PHAs) as part of administration of housing assistance to families that port in and out of Atlanta Housing Authority’s jurisdiction. These functions include the following:
- Bi-monthly Portability payment processing – HAP run
- Ensuring timely receipt of Billings, Adjustments, Terminations, Change of Unit or
- Absorptions
- Ensuring timely receipt of Port Recertification’s (less than 5% of PHA families with late re-exams each month
- Accurate and timely processing of all Portability actions by HAP Run processing deadlines.
- Portability File Management (Scan, Create, etc.)
- Documents all tasks completed in the appropriate client file in the agency system; maintains electronic documentation for all transactions in a neat and organized manner in accordance with established file requirements.
- Contributes to assigned team; actively participates in team meetings, process improvements and other special projects; collaborates with and supports all team members and follows through on initiatives and assignments as directed.
- Embraces and supports all initiatives, policies and procedures within the Housing Choice Operations department; implements all new requirements in accordance with established guidelines.
Education and Experience:
- Bachelor’s degree in Accounting, Business or related field.
- Requires advanced level functional proficiency with technology used on-the-job to include Microsoft Office Suite and proprietary software, as well as proprietary database operations and other technology applications used to support job functions and organizational objectives.
Knowledge, Skills and Abilities:
- Must be able to become proficient with proprietary database operations and advanced level proficiency in the use of Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, etc.).
- Excellent written and oral communication skills; extremely attentive to detail and accuracy and capable of creating and delivering persuasive business communications; edits the work of others; transforms complex information into simple, readable communications; creates complete and understandable policy and procedure documents.
- Develops positive working relationships with clients, co-workers and executive management with a high-level of collaboration.
- Ability to promptly acquire functional proficiency with proprietary applications that support Housing Choice business processes.
- Able to work well in a fast-paced environment, juggle many priorities and handle stress in a professional and positive manner.
- Expedites issue resolution with various internal and/or external parties; negotiates solutions and solves problems.

- Knowledge of Atlanta Housing Authority, Housing Choice Voucher Program and/or HUD section 8 programs preferred.
- Occasional home visits and local travel may be required. Must have a current, valid State of Georgia driver’s license.
- Formal certifications may be identified and required as necessary.
Working Conditions:
Generally works in office environment. Must be able to sit and stand for long periods of time. Must be able to work in a deadline-focused and fast-paced environment. May also make home visits. Must have a valid State of Georgia driver’s license and be fully insurable for the purpose of obtaining clearance on company “Authorized Drivers List”. Must be able to work in a deadline-focused and fast-paced environment. Occasional overtime as required to meet workload demands.
