· Qualification:
· AA Degree, Education, ECE, Social Work or closely related field from an accredited institution
· Advanced computer skills including Excel, PowerPoint, Word, internet, email.
· Previous experience with COPA system is preferred
· Three years’ experience of providing Head Start Enrollment, Application, Recruitment, and Attendance service.
· Knowledge of Head Start Performance Standards is preferred
· Employee must be able to speak, read, write, and understand English.
· Job Description:
· The ERSEA Specialist is responsible for documenting Head Start eligibility, recruitment, selection, enrollment, and attendance into COPA, assisting in the planning, develop and implement Enrollment, Recruitment, Selection, Eligibility and Attendance (ERSEA) Content area.
Essential Duties and Responsibilities
· Ensure that all children enrolled are accurately enrolled in COPA and met age, income, selection criteria and have COPA Generated Forms and handwritten applications on site internally and at each community partner site in accordance with Head Start Standards 1305.4 (a)(c)(e) and 1305.6 (b).
· Ensure all physicals and dentals are CURRENT at the time of enrollment and properly entered in COPA
· Monitor Predominant age and class size before enrolling a child to avoid over enrollment in accordance with Head Start Standards 1606.32
· Ensure the Family Partnership Agreement forms are forwarded to Family Community Engagement (FCE) team on the day of child’s enrollment.
· Monitor community partners for a 25% active waiting list per their funding amount by reviewing Recruitment Plan and activities quarterly in accordance with Head Start Standard 1305.5, 1305.6 (d) and Head Start Act 642(g).
· Ensure funded enrollment level is maintained per Head Start Standard 1305.7 (b) by reviewing weekly attendance and COPA report 206N.
· Ensure an accurate COPA Report 204-Detailed Enrollment has been provided for ERSEA Binders at community partner sites when a child has been enrolled terminated or wait listed due to attendance.
· Monitor attendance daily to ensure 85% is being maintained per standard 1305.8 (a).
· Ensure that a child with 3 consecutive unexcused days of attendance is being serviced according to standard 1305.8 (b) by forwarding absenteeism letters to FCI team within 2 days of receipt.
· Wait list children by the 5th consecutive unexcused absence
· Conduct minimum of one roll call per month per community partner to assist in minimizing erroneous payments.
· Conduct quarterly audit of all files and binders for community partners starting in September.
· Conduct quarterly self-audits on in-house files starting in December.
· Collect transition applications for Head Start starting in June
· Collect attendance from sites and enter in COPA daily by 2pm.
· Audit sites monthly enrollment reports for Head Start billing accuracy.
· Effective communication with all content areas disabilities when a child has been enrolled, terminated, or waitlisted
· Ensure all communication (emails & phone calls) to sites and ERSEA Manager have been documented for wait listed children to avoid a vacancy reaching 30 DAYS
· Other duties as assigned
