JOB TITLE: WIC Breastfeeding Coordinator/ Breastfeeding Peer Counselor IBCLC Non- Exempt

SUMMARY OF POSITION:
Responsible for the management of WIC Breastfeeding operations. Provide training and professional guidance to support staff. Responsible for the daily implementation and coordination of WIC services according Clinicas de Salud del Pueblo, Inc. dba as ınnercare and CDPH WIC Division policies and procedures. Provide breastfeeding education and mentor the BFPC and WIC staff. Oversee the evaluation of the WIC breastfeeding program to ensure quality services. Coordinate breastfeeding promotion activities. May serve as BFPC supervisor as deemed necessary. Keeps quality standards for WIC and BFPC program. Maintain current certifications
ESSENTIAL FUNCTIONS:
WIC Site Operations and Support (25%)
1. Provide in-service training to staff and other health professionals as needed
2. Troubleshoot WIC WISE system and contact appropriate personnel to resolve problems.
3. Submit monthly requisition of supplies to the administrative assistant and required educational materials
4. Accurately evaluate the anthropometric, biochemical, dietary and other health related data when determining medical/nutritional risk and eligibility to assure information is completed appropriately in WIC WISE
5. Accurately addresses breastfeeding consultation referrals and completes the Breastfeeding Notes in WIC WISE
6. Timely place alerts in WIC WISE according to the participant Action Plan and follow up
7. Prescribe, tailor, void and reissue food benefits as appropriate.
8. Demonstrate consistent compliance with WIC and innercare policies and procedures.
9. Promote and support equal employment opportunity and affirmative action.
10. Assess training needs and promote developmental activities.
11. Conduct department meetings and trainings to promote communication, assess and resolve needs and foster teamwork on regard breastfeeding support
12. Submit weekly/monthly reports of daily activities and daily time sheets
Measured by internal audit of 3 WIC WISE files per quarter using the record review tool, WISE reports in clinic and administrative modules, direct observation and State audits and reports
WIC Continuous Quality Improvement (10%)
1. Accurately verify files for appropriate documentation of participant; including enrollment and recertification contacts.
2. Conducts quarterly file audits per category, assures the criteria are met
3. Contribute to the success of Quality Assurance and /Quality Improvement activities.
4. Monitor the certification process with data collected in WIC WISE by means of File Audits:
a. Conducts file audits of WIC Nutrition Assistants (WNA’s) on required breastfeeding assessment and tally the results per WNA and according to participant’s category.
b. Assure appropriate nutrition risk(s) criteria is met and Care Plan is included
c. Assure appropriate notes and alerts are placed in WIC WISE as needed
d. Provide a constructive dialogue with WNA’s and creates measurable performance developmental goal based on supervisor dialogue and feedback.
e. Follow up on employee’s previous file audit
5. Meet with CQI team and WIC Director, provide feedback on outcomes and receive directives for improvement of operations
6. Assures the Continuous Quality Improvement (CQI) Plan (Goals and Objectives) activities are met.
7. Design a CQI plan to ensure quality BF Peer Counselor services to target quarterly increase initiation, exclusivity and/or duration of breastfeeding- WPPM 603-15
8. Assures Program Monitoring standards are met
9. Monitor quality of breastfeeding services; particularly how they relate to NSP and CQI objectives.
10. Identify breastfeeding reports and develops appropriate intervention Plan, delegate EDD report to the RBL and WNA/PC as appropriate
11. Review WISE Reports on a weekly/ monthly basis
12. Assist managers and director in data collection and provide technical assistance for analysis of WIC WISE reports as needed
Measured by and internal audit of 3 WIC WISE files per WNA per quarter using the record review tool, direct observation and WISE and WRAD Reports/ CQI Plan quarterly measures
WIC Administration of Breastfeeding Peer Counselor and Database (25%)
1. Coordinates the operations of the Breastfeeding Peer Counselor Program (BFPC) and Breastfeeding Databse management
2. Coordinate activities conducive to recruitment, retention and reengagement of participants
3. Oversee that Breastfeeding Performance standards are met
4. Provide leadership to endorse breastfeeding as desired norm.
5. Integrate breastfeeding into larger policy and funding discussions and decisions.
6. Facilitate coordination of breastfeeding with innercare, state, and agency objectives
7. Strategize for cross referral and the Horizontal Integration with parent organization
8. Identify the breastfeeding educational needs of staff.
9. Provide staff training to ensure breastfeeding protocol and BFPC program is in place.
10. Oversee the Breastfeeding mandatory trainings are conducted annually
11. Disseminate breastfeeding rates and progress made by implementing strategies and action plan as needed
12. Write policies and procedures to support breastfeeding and integrate breastfeeding perspective into site operations.
13. Ensure that adequate breastfeeding education and support are reflected in NSP.
14. Establish breastfeeding goals and measurement tools to conduct staff observations
a. Conducts a dialogue with WNA’s and staff creates a measurable performance developmental goal based on breastfeeding coordinator dialogue and feedback
b. Breastfeeding coordinator follows up on staff previous individual or group counseling methods and techniques
15. Promote local agency breastfeeding support group with site representation.
16. Evaluate breastfeeding component of the program.
17. Collect and support documentation of eligible non- participating at WIC by analyzing information and other criteria for improvement of services
18. Collect and assess monthly breastfeeding data and reports
19. Mentor and support the Regional Breastfeeding Liaison (RBL) activities as delineated in the annual RBL Action Plan and End of Year Report
20. Maintain the credentials of her profession up to date

Breastfeeding Coordination (5%)
1. Provide breastfeeding leadership to site based staff.
2. Coordinate breastfeeding policy, promotion and support
3. Ensure adherence to breastfeeding policies and protocols at sites.
4. Observe WNAs providing breastfeeding classes and individual counseling.
5. Provide oversight to breastfeeding activities occurring at sites.
6. Ensure breastfeeding friendly environment at sites.
7. Coordinate World Breastfeeding Week activities annually.
8. Select and coordinate the purchase of breastfeeding supplies and incentives.
9. Prepare the physical inventory of breast pumps and maintain Breast pumps loaned in WIC WISE up to date, might delegates the Breastpump inventory to designated staff as needed. Maintain the tracking system in WIC WISE and the binder
10. Continue overseeing MOU’s collaboration with hospitals
Measured by direct observation, individual and group counseling observation tool, purchases and invoices received and MOU’s/agreements
Breastfeeding Education (5%)
1. Develop, design and provides the breastfeeding education program.
2. Select and develop breastfeeding education materials.
3. Conduct regular review and update of breastfeeding curriculum according to the NSP
4. Incorporate breastfeeding messages into other education components.
5. Exclude breastfeeding deterrents and product endorsements from nutrition education.
6. Design individual and group education to reflect state recommendations to avoid artificial baby milk promotion.
7. Develop and design presentations and printed materials for collaborative projects.
8. Provide telephone, text, and email support as needed.
9. Reports outcomes of Breastfeeding operations and current events to Director
10. Completes the onboarding process in the Learning Management System by completing the Computer Based Training and ILT to understands the basics of WIC WISE functionality to be able to work efficiently.
Measured by breastfeeding education component of the program and NSP goals objectives, LMS, Power DMS and reports
Breastfeeding Peer Counselor IBCLC Support and Intervention (15%)
1. Provide technical expertise to mothers in a timely manner. Assess participant’s breastfeeding infant practices at individual education appointments and provide appropriate support and referrals as needed.
2. Communicate directly with Health Care Provider regarding high risk cases
3. Provide counseling to high risk participants with breast pumps ie:Premature infants
4. Promote breastfeeding as the preferred method of infant feeding.
5. Exhibit a positive attitude towards breastfeeding and demonstrate breastfeeding skills and knowledge during interactions with participants.
6. Coordinate and participate in breastfeeding promotion activities and trainings.
a. Baby Behavior, Breastfeeding Curricula Level 1 & 2, PCDB
7. Contribute to a comfortable and positive breastfeeding environment.
8. Model positive breastfeeding attitudes towards participants and staff.
9. Provide telephone breastfeeding support & assist calling of mothers w/new babies
10. Serves as mentor to model professional behavior Standards of Practice with the BFPC and other staff
11. Assist in the BFPC weekly/ monthly meetings and in- service trainings
12. Floats to other WIC sites for breastfeeding support and performance observations
13. Participate in breastfeeding coalitions or steering committees, as assigned.
14. Remain current in the knowledge and skills by the IBCLE Board
Measured by electric breast pump loan binder, in-service sign-in sheets, direct observation and direct communication; IBLCE Standards of Practice
Other Support Services (3%)
1. Screen and document applicant/participant for eligibility. Obtain all required paperwork and accurately issue and distribute food benefits as needed.
2. Assist with the training of patient representatives and nutrition assistants as needed
3. Maintain security of WIC equipment.
4. Ensure adequate safeguards for the protection and security of WIC property and WIC card stock inventory.
5. Maintain inventory of breastfeeding supplies and equipment.
6. Conduct breastfeeding professional and community outreach as needed
7. Maintain and submit monthly report of activities to WIC Director
8. Be responsible to communicate relevant information to other site managers and WIC Director
9. Perform other duties as assigned.
Measured by outreach tracking sheets, audit of WIC WISE records and direct observation.
Customer Service (2%)
1. Treat all participants in a respectful, pleasant in a friendly and timely manner.
2. Demonstrate cultural awareness and treat participants accordingly.

4. Complete mandated annual mandatory trainings on Customer Service, Code of Conduct, Civil Rights and NVRA

Safety (5%)
1. Follow safety procedures. Demonstrate knowledge of emergency plans, exits and fire extinguisher locations in work site.
2. Coordinate safety meetings with Maintenance and Inventory Supervisor
3. Report any unsafe conditions.
4. Maintain a clean and organized work area and participate in keeping common areas clean and organized.
5. Use proper body mechanics. Complete annual mandated trainings in Ergonomics, Anti- harassment, Substance Use and Alcohol Awareness, Violence in the workplace, Safety videos, HIPAA training.

JOB QUALIFICATIONS:
Skills: Ability to relate to and work with people of all ages, social and ethnic backgrounds and maintain participant confidentiality. Ability to work independently and as a part of a team. Ability to convey a sense of confidence and trust to all participants. Ability to carry out administrative and consultative responsibilities as required. Ability to relate well to other health professionals and exercise appropriate judgement. Ability to use Microsoft Office software including Excel, PowerPoint, and Word.
Knowledge and Education: A bachelor’s degree in Nutrition or other Health Science degree. International Board Certified Lactation Consultant (IBCLC) required. Knowledge and experience in nutrition education and interventions. Excellent verbal/written communication skills required. Bilingual (English/Spanish) preferred. Must possess a valid biennial CPR certificate and Neonatal Resuscitation Training
Experience: A minimum of three years’ experience in community nutrition or public health preferred. Experience of the WIC program and maternal child health desired.
Physical and Personal requirements: Normal clinic/office/community environment; see, hear, talk, walk, sit, and or stand for long periods of time, reach, stoop, bend, lift up to 25 lbs.; repetitive hand movement; use and view PC; use calculator, operate fax, copier, telephone and car. Read and write; verbal and written communication, basic math skills, analyze, prioritize, meet deadlines, and maintain high standard of confidentiality. Use sound judgment. Move throughout the clinics and community. . Must have reliable transportation, driver’s license and insurance as required by the State. Must have the ability to work in a fast paced environment. Must be willing to work some evenings and weekends.
